Who you reach with Meta ads in the UK

The idea that "nobody uses Facebook any more" is wrong for the people most local businesses sell to. The numbers, from DataReportal's Digital 2026 report on the UK (published 5 November 2025):

Food-Photography
  • Facebook: 38.8 millionpeople in the UK can be reached with ads, 55.6% of the population
  • Instagram: 35.5 million50.9% of the population
  • Ofcom's Online Nation 2025 found Facebook or Messenger is used by 93% of UK adults, behind only YouTube at 94%

In practice: a 45-year-old homeowner deciding on a new kitchen is on Facebook most days; a 28-year-old choosing a personal trainer is on Instagram. One Meta campaign reaches both, within a radius of your premises.

Where Meta is weaker: people who need a plumber at 7am aren't scrolling Facebook for one, they're on Google. That's why Google Ads management usually comes first for urgent, high-intent services and Meta follows.

Which Meta campaign type fits your goal?

Clothing Photography
  • Lead adsa form opens inside Facebook or Instagram, pre-filled with the person's details. Highest volume of enquiries, lowest cost; needs quick follow-up and a qualifying question or two to filter tyre-kickers.
  • Traffic and conversion campaignssend people to a landing page on your site and optimise for the form, call or purchase. Better quality, more dependent on the page.
  • Advantage+ sales campaignsMeta's automated format for online shops; it chooses placements and audiences itself. Works best with a product catalogue and steady purchase data.
  • Retargetingads to people who visited your site, watched a video or opened a lead form but didn't finish. Often the cheapest cost per lead in an account, because these people already know you.
  • Local awarenessradius-targeted reach for openings, events, offers and seasonal services.

We install the pixel (Meta's tracking code), the Conversions API (server-side tracking that survives ad blockers and iOS privacy settings) and the product catalogue as part of setup.

Is boosting a post the same as running Facebook ads?

No, and the difference costs small businesses a lot of money. Boosting takes an existing post and pays Meta to show it to more people, with limited targeting and an objective of engagement, which means Meta finds people who like, comment and share. Likes don't ring your phone.

A proper campaign built in Ads Manager chooses an objective of leads or sales, targets by location, age, interests, lookalikes of your customers or past website visitors, tests several ad versions and tracks what each click did afterwards. Same platform, different tool, very different result.

How much do Facebook and Instagram ads cost in the UK?

Two separate costs: what Meta charges for the ads, and what the agency charges to run them.

  • Cost per lead (Facebook, GB)

Median around£46range roughly £36–£64 across 2025 (superads.ai) [VERIFY secondary, currency unlabelled in source]

    • Not a promise: your offer
    • Area and creative move it more than anything
  • Minimum ad spend agencies accept

    • This is the London agency norm
    • And it prices out most local firms
  • Agency retainer

Vimana Digital: To confirm: Vimana to confirm — management fee, minimum ad spend, setup fee. Our position: a local business should be able to test Meta with a few hundred pounds a month, learn its cost per lead and then scale, rather than commit £3,000 to find out. Alongside that.

  • You own the Meta Business Manager, the ad account, the pixel and every audience built in it

  • No mark-up on ad spend: Meta bills you directly

  • Rolling monthly terms with one month's notice, and a review at 90 days

A rough worked example: £600 a month at a £30 cost per lead is 20 enquiries. If one in four becomes a customer worth £400, that's £2,000 of revenue from £600 of ads before the fee. At £80 per lead the maths fails, and the honest move is to switch channel. We aim to tell you which within 60 days.

Why the ad creative matters more than the targeting

Meta's targeting has become more automated every year, which leaves the creative (the image, video and words) as the main thing you control. What tends to work for small businesses:

  • Phone-shot video of the actual worktends to feel more believable than polished stock. A 15-second clip of a veranda going up says more than a brochure photo.
  • The first two seconds decide everything The hook is the headlinea price, a question, a before-and-after.
  • Faces and voices from the businessThe owner explaining what they do builds trust quickly for trades and clinics, and it costs nothing to film.
  • Test in threesThree hooks, three visuals, one offer; drop the losers weekly.

If you don't have usable photos or video, our photography service can produce them, and we write scripts for owner-to-camera clips.

The rules that apply to Facebook and Instagram advertising in the UK

  • Every paid post is an ad under the CAP CodePay a creator, gift a product or give a discount code and the post must say "Ad" or #ad up-front in the content itself; a bio disclosure isn't enough. The ASA's 2025 research found 80% of inadequately disclosed ad content had no disclosure at all, and the CMA can now fine directly under the DMCC Act 2024 (RPC, January 2026; Lewis Silkin, May 2025).
  • Meta's special ad categoriesAds about credit, housing, employment and social issues face restricted targeting (no age, gender or narrow location targeting). If you're a mortgage broker, letting agent or recruiter, the campaign has to be built differently from day one.
  • Financial servicesMeta requires financial-services advertisers targeting the UK to be FCA-authorised or verified. Either way, FCA financial promotion rules apply to the ad copy itself.
  • Online Safety ActOfcom's July 2026 consultation on fraudulent-advertising codes proposes advertiser identity verification and FCA checks on the largest platforms (Wiggin; RPC, 2026). Expect Meta to ask every advertiser for more documentation.

What you see each month, and why Meta's numbers never match your CRM

The report shows spend, reach, cost per lead, number of leads by campaign, cost per purchase or return on ad spend (ROAS) for shops, and what we changed. Two things we explain up-front:

  • Attribution windowsBy default Meta claims a conversion if someone clicked in the last 7 days or viewed the ad in the last day, which counts people who would have bought anyway. We report on click-through conversions and, where you share the data, on enquiries that became customers.
  • Meta will always report more conversions than your CRMAd blockers, iOS privacy settings and duplicate leads all contribute. The Conversions API narrows the gap; it never closes it. Meta's number is the trend; your CRM's is the truth.

How we set up a Meta ads campaign

  1. 1Goal and offerWhat do you want, from whom, within what radius, and what are you offering them? No offer, no campaign.
  2. 2Account and trackingBusiness Manager in your name, pixel and Conversions API installed, lead form or landing page built and tested.
  3. 3AudiencesRadius, interests, customer-list lookalikes and retargeting pools, set up in layers so we can see which one works.
  4. 4CreativeThree to six ad variants from your photos and video, or ours.
  5. 5Launch and learningLive within a week; Meta's learning phase needs around 50 conversions per ad set to settle, so small budgets start with lead ads and retargeting.
  6. 6Weekly pruning, monthly report, 90-day reviewLosers switched off, winners scaled, decision at 90 days.

How much do Facebook ads cost in the UK?

You set the budget; Meta charges per impression, with the cost per lead the figure that matters. UK guides put the Facebook median cost per lead around £46 , though local service offers often come in lower. A sensible first test is a few hundred pounds a month, enough to find your real cost per lead in 60 days.

What is the minimum budget for Meta ads?

Meta will run an ad set on a very small daily budget , but you'll learn little from it. We suggest enough to generate 20–30 leads in the first month, to judge quality, which for most local businesses means several hundred pounds . Many agencies demand £3,000–£5,000 a month; we don't .

How long does it take for Facebook ads to work?

First leads usually appear within days of launch; a stable cost per lead takes 3–6 weeks because Meta's learning phase wants around 50 conversions per ad set. Judge the campaign at 60–90 days, with creative refreshed every few weeks so results don't decline through ad fatigue.

Do I need my own Meta Business Manager and ad account?

Yes, and we'll set it up in your name if you don't have one. The account, pixel, audiences and ad history are yours; we work through partner access and can be removed in a minute. Never accept an agency running your ads from their own account: when you leave, everything you paid for leaves with them.

Why don't Meta's reported conversions match my CRM?

Because Meta counts views and clicks within attribution windows, duplicates leads and models conversions it can't see directly, while your CRM counts real people. Expect Meta's figure to be noticeably higher. We install the Conversions API to narrow the gap and report on your CRM's figure as the true one.

What is Advantage+ and should I use it?

Advantage+ is Meta's automated campaign type that picks audiences, placements and creative combinations itself. It performs well for online shops with a product catalogue and steady purchase data; it's weaker for local lead generation with small budgets, where it tends to wander. We'd use it for online shops and manual campaigns for most others.

Can I target people by postcode or radius?

Yes. Meta lets you target a small radius around an address , or drop pins on several towns, and exclude areas you don't serve. For regulated categories such as credit and housing, location targeting is restricted to wider areas , which changes how we build those campaigns.

Do Meta ads work for B2B?

Sometimes. Facebook and Instagram are poor at targeting by job title, so cold B2B prospecting is usually better on LinkedIn or Google. Meta does work for B2B retargeting, for reaching owner-managers of small firms who are on Facebook as people, and for recruitment ads. We'll say which applies before you spend.
